This is a significant PESREV (Instrumental pieces that are used as an intro for a mode) in KÜRDi mode.
Its rhythm is called "DEVR-i KEBiR" whose time signature is 14/8. This one is one of the most commonly used rhythms in Classical Turkish Music; but may sound strange for the western folks when they hear the piece for the first time.
The composer was a prince of Ottoman Empire; but never became a sultan.
